Charles Palmer

Palmer, Charles M., IFMCV Board Treasurer, is President of ISED (Iowans for Social and Economic Development) Ventures, Inc.,  ISED Ventures began as part of a nonprofit microenterprise development agency in 1988 and has grown to become and asset development agency servicing all Iowans.  ISED Ventures has offices in Des Moines and Waterloo and has particular expertise with metro area at-risk populations and those below 200 percent of poverty.  Programs and services include microenterprise training and technical assistance, Individual Development Accounts, financial literacy training, credit counseling, and access to Earned Income Tax Credit through free and low-cost income tax preparation.  ISED Ventures operates the SBA designated Women’s Business Resource Center for Iowa and ISED Ventures is an SBA designated Microenterprise Technical Assistance Provider.  Prior to joining ISED in 1999, Palmer served ten years as Director, Iowa Department of Human Services (IDHS).  IDHS is Iowa’s largest state agency in terms of budget responsibility.  Palmer holds a Bachelors Degree in Sociology and Anthropology from Grinnell College and has a Masters Degree in Social Services Administration from the University of Chicago.
